suggested here that it would be an

advantage under that scheme if all

requisitions for printing and stationery

made by the various Government Departments

in Hong Kong were centralized in and

authorised by an official possessing

the requisite knowledge to enable him

to scrutinize them efficiently.

But in considering the whole

problem it seems to us questionable

whether the Government should, especially

in these times, divest itself of all

facilities of its own even for the most

secret printing on a limited scale.

You may consider that there is something

in the fear that the future may hold

risks of labour troubles, possibly

fermented by political or anti-foreign

agitators amongst the Chinese. Hong
